Judicial education highlighting EU law: NSJU and EIPA are strengthening cooperation

On February 5 2026 Acting Rector of the National School of Judges of Ukraine Nataliia Shuklina together with the School’s team of experts held a meeting with the Senior Legal Advisor at the European Institute of Public Administration (EIPA, Luxembourg) Diego Ramirez-Cardenas.

During the discussion, the main focus was on the introduction of modern methods into the School's curriculum for 2026, with a particular emphasis on the study of European Union law.

Nataliia Shuklina emphasized that EU law has become one of the key areas of the NSJU's educational policy. To ensure the systematic development of this area, a Training Laboratory for the Study of EU Law has been set up, which is already working on the development of a full-fledged course and initiating additional educational formats. The NSJU website has a separate section with EIPA online courses for Ukrainian judges and justice professionals.

Diego Ramirez-Cardenas announced that the Luxembourg Ministry of European and Foreign Affairs had decided to continue providing technical support to Ukraine in 2026, identifying the National School of Judges as one of the main Ukrainian beneficiaries. As part of this support, two thematic trainings are planned, dedicated to key aspects of the EU legal order and judicial organization, the procedure for requesting a preliminary ruling, anti-corruption policy, as well as two methodological trainings for training EU law instructors.

The training sessions will be held online and in person in Kyiv from April to September 2026. The parties agreed to coordinate efforts to develop a map of training courses and integrate EU law into the systematic training of judges in Ukraine.

This cooperation opens up new opportunities for deepening Ukrainian judges' knowledge of European law and improving the quality of judicial education in line with European standards.
