OSCE delegates’ ‘solidarity visit’ to Ukraine: outcomes of cooperation and prospects for judicial training

On 21 July 2026, as part of a ‘solidarity visit’ to Ukraine by a delegation of 23 Permanent Representatives of OSCE participating States, a high-level meeting was held in Kyiv involving national partners, donors, representatives of the OSCE Support Programme for Ukraine, and representatives of OSCE participating States that are donors to the Organisation’s project activities in Ukraine. The event was chaired by the Special Representative of the OSCE Chairmanship-in-Office – the OSCE Project Co-ordinator in Ukraine.

The meeting was attended by Raphael Nägeli, Ambassador and Permanent Representative of Switzerland to the OSCE; Petr Mareš, Ambassador, Special Representative of the OSCE Chairmanship and OSCE Project Co-ordinator; and Mariana Betsa, Deputy Minister of Foreign Affairs of Ukraine.

During the panel discussion ‘The Rule of Law and Accountability’, Tetiana Fulei, Head of the Department for Research into Judicial Issues and Scientific and Methodological Support for Judicial Education at the National School of Judges of Ukraine, spoke about areas of cooperation between the National School of Judges of Ukraine and the OSCE Support Programme for Ukraine, particularly within the framework of the project ‘Ensuring Respect for Human Rights in the Administration of Justice. Phase II’.

Among the successful joint initiatives, she highlighted the development of new training courses and the updating of existing ones for judges, capacity-building for trainers and lecturers, support for summer schools – particularly those focusing on European Union law – the implementation of a six-month mentoring programme on gender equality, and other educational initiatives.

The meeting participants discussed the current situation in Ukraine and the results of the support provided by the OSCE Support Programme for Ukraine, and agreed on strategic priorities for further cooperation.
