The Council of Europe is drawing up a new strategy to support Ukraine until 2030

The Council of Europe has begun drafting a new Action Plan, “Democratic Security for Ukraine”, for the period 2027–2030. At the end of February, a high-level delegation from the Council of Europe visited Kyiv to discuss key objectives and priorities for the next four years. During the visit, numerous meetings were held with representatives of the Ukrainian authorities, civil society and experts.

The new Action Plan will build on the achievements of the current Action Plan for Ukraine: ‘Resilience, Recovery and Reconstruction’ (2023–2026) and sets out the key priorities for Ukraine:

– protecting human rights and ensuring accountability for peace and stability;

– promoting social inclusion and protecting minorities, vulnerable groups and women;

– strengthening democratic institutions, the resilience of the information space and building expert capacity for election preparation;

– strengthening independent justice and good governance for democratic resilience.

The Rector of the National School of Judges of Ukraine, Mykola Onishchuk, took part in thematic discussions at the invitation of European partners. In his speech, the Rector highlighted the tasks and priorities for judicial education over the next three years, the key ones being the protection of vulnerable groups and compensation for war-related damage, as well as issues relating to personal data protection and international judicial cooperation. A distinctive feature of the current stage of cooperation planning is the incorporation of the provisions of the roadmap for European integration and Ukraine’s accession to the EU.

The Plan is being drawn up in close cooperation with Ukrainian partners to take account of the most pressing needs and challenges. All proposals and requirements from the Ukrainian side will be reflected in the final draft of the document.
