EU-UNDP Equal Opportunities and Women’s Rights in Ukraine Programme

The Project’s national implementing partner (beneficiary): Ministry of Ukraine for Family, Youth and Sports (later Ministry of Social Policy of Ukraine).

Project target group: Ukrainian Parliament (Verkhovna Rada of Ukraine), Ministry of Ukraine for Family, Youth and Sports, Ministry of Education and Science of Ukraine, Ministry of Internal Affairs, National School of Judges of Ukraine (NSJ), Ukrainian State Court Administration, NGOs.

 

The main Project goal: to support Government and civil society efforts to promote gender equality, an environment friendly to overcoming violence against women and children in all aspects of social life, and mainstream gender standards into educational system in line with Ukrainian international commitments and within the framework of Government action plans.

National School of Judges of Ukraine (NSJ) cooperated with EOWR in the area of domestic violence prevention and response:

1.

Guidelines and Training  Programme on court hearings of cases on related to domestic violence were elaborated and recommended for publication by Scientific and Methodic Council of National School of Judges of Ukraine (Minutes №3, October, 19 2011):

In November, 2011 the Practical Manual and Training Programme were presented. Alone with the presentation, participants had the opportunity to discuss with L.Kapustina, Secretary of Criminal Chamber, Crimean Appeal Court, first in Ukraine regional synthesis of Crimean court practice on domestic violence cases.

In cooperation with the Programme the verity of events on domestic violence prevention were conducted (322 judges participated):

 

Aiming to elaborate Guidelines for judges on hearing domestic violence cases, the round table for judges of appeal courts was conducted. At the time of the event the concept of abovementioned practical tool was proposed for discussion, needs of judges in relevant information on the topic and the problems of court practice on trialing this category cases for further reflecting in the Guidelines were announced and deliberated (November 22, 2010);

 

In 2011 7 two-days trainings on “Domestic violence prevention. Court hearings of domestic violence cases. Some problems of protection of domestic violence victims” was conducted for judges appointed for the first time;

 

Throughout the cooperation with the Programme the faculty of NSJ was invited as experts to participate in other Programme events, particularly in local ones (round tables, workshops, trainings, experts’ discussions);

 

To be more acknowledged on the structure and activities of the Council of Europe (CoE) and European Court of Human Rights (ECHR), work of CoE’s conventional bodies, new European policies on prevention of violence against women and domestic violence, and practice of ECHR on domestic violence and gender discrimination in 2011 2 study tours to Strasbourg (France) were arranged for practicing judges and faculty of NSJ.

NSJ’s faculty participated in drafting proposals on improving Ukrainian legislation on domestic violence prevention, particularly draft law “On amending Law of Ukraine “On family Violence Prevention” and other legislation”; 2 of 6 drafted proposals were approved by the Government (Cabinet of Ministers) and the Parliament (Verkhovna Rada).
